dc.description.abstractResumo: O objetivo do estudo é discutir as funções do Educador Social que atua no atendimento dos adolescentes privados de liberdade nos Centros de Socioeducação do Estado do Paraná Trata-se de uma pesquisa documental que possui como fonte de pesquisa os relatórios de gestão; as resoluções; os decretos governamentais; os editais de concursos; e os documentos institucionais, utilizados na formação e orientação dos servidores que atuam no sistema socioeducativo do Estado A principal fonte para a análise das atribuições funcionais dos Educadores Sociais foram os Cadernos do IASP, publicados em 26 e considerados centrais na construção do sistema socioeducativo paranaense As atribuições foram sistematizadas em três eixos: educação, segurança e rotina O texto apresentado se organiza em três seções Na primeira, realizam-se apontamentos acerca dos direitos humanos e seus limites, o que foi feito a partir de uma perspectiva histórico-filosófica; identifica-se ainda o ordenamento jurídico brasileiro da infância e adolescência Na segunda seção, procura-se compreender a construção histórica do atendimento socioeducativo do Paraná, com ênfase no período entre os anos de 23 a 26, fase de reordenamento institucional na política de socioeducação Na terceira e última seção realiza-se uma análise das atribuições e funções do Educador Social, a partir do texto dos Cadernos do IASP No estudo realizado, conclui-se que a normatividade jurídica dos direitos humanos não tem sido capaz de amenizar as violações dos direitos dos adolescentes apreendidos no sistema socioeducativo; aponta também para o fato de que as rebeliões e motins ocorridos nos Centros contribuíram para formatar as atribuições do Educador Social, a partir de um ordenamento institucional específico no Estado e; por fim, evidencia a prevalência das funções de segurança sobre as funções de natureza educativa no exercício profissional do Educador Socialpt_BR
dc.description.abstractother1Abstract: The objective of this study is to discuss the functions of the Social Educator who works in care of private of liberty adolescents in Socio Education Centers of Paraná State This is a documentary research that has as source management reports, resolutions and government decrees, edicts and contests, institutional documents used in the training and orientation of servers that operate in the state youth system The main source for the analysis of functional assignments of Educators were the Writings of IASP published in 26 and considered central in the construction of Paraná youth system These assignments were systematized in three areas: education, security and routine The displayed text is organized into three sections At first, there are notes about human rights and their limits, which was done from a historical and philosophical perspective; still identified the Brazilian legal system of childhood and adolescence In the second section, we tried to understand the historical construction of Paraná social educational care, with emphasis on the period between the years 23-26, being the institutional reorganization of socio education policy The third and final section conducted an analysis of the attributions and functions of the Social Educator from the text of the Notebooks of IASP In this study was concluded that legal normativity of human rights has not been able to mitigate the violations of rights of adolescents seized in socio educative system; it also points to the fact that the rebellions and the riots in these centers contributed to format the duties of the Social Educator from a specific institutional structure in this State; finally, it shows the prevalence of security functions above the educational functions in the professional practice of the Social Educatorpt_BR
