dc.description.abstractResumo: Neste trabalho, objetiva-se lançar luz sobre as concepções de democracia inscritas no seio das culturas políticas dos governos argentinos e brasileiros do Tempo Presente por meio dos discursos adotados por ambos a respeito da Venezuela Tenta-se elucidar o conjunto de elementos que teria contribuído para a evolução da relação entre eles, em especial a notável mudança de postura da Argentina e do Brasil para com os governos chavistas já no início dos mandatos de Maurício Macri (PRO) e Michel Temer (MDB) Houve, durante a maior parte do século XX, uma fraca relação diplomática entre os três países: enquanto a Venezuela teve seus interesses voltados à Cuenca del Caribe, priorizando a relação com os países da Comunidad Andina, mas sobretudo com os EUA, a aproximação entre Argentina e Brasil se confunde com seus processos de redemocratização A democracia teria se constituído como uma “cláusula implícita” ao processo de integração bilateral entre os dois Estados desde a década de 198, passando pela formação do Mercosul, em 1991 Em 1998, ferramentas para lidar com rupturas democráticas em Estados-parte do bloco foram formalizadas por meio da assinatura do Protocolo de Ushuaia Com a eleição de Néstor Kirchner e Lula, na década seguinte, seus governos passaram a defender a superação do regionalismo aberto dos anos 199 em favor de uma proposta de integração que também privilegiasse a cooperação política e a justiça social Lançando mão de uma forte retórica anti-imperialista, Hugo Chávez, eleito em 1998, aproximou-se da Argentina e do Brasil e distanciou-se dos EUA e da CAN Longe de ser consensual, sua integração ao Mercosul, no entanto, só foi aprovada após o Protocolo de Ushuaia ter sido empregado para suspender o Paraguai, em 212 Em agosto de 217, durante os governos Macri e Temer, o mesmo documento fora utilizado para suspender a Venezuela Os dois mandatários, além das censuras ao chavismo, alinharam-se a outras iniciativas críticas às suas ações, como as do Grupo de Lima Parte-se da hipótese de que as culturas políticas de cada nação, em conjunto com outros vetores, desempenharam papéis fundamentais nesse processo, uma vez que o governo venezuelano gozou de considerável estima e de proximidade privilegiada desde o início dos governos progressistas de Néstor Kirchner (PJ) e Luís Inácio Lula da Silva (PT), no ano de 23, até o final do governo de Cristina Fernández de Kirchner (PJ) e do mandato interrompido de Dilma Rousseff (PT) Para levar a cabo essa investigação, recorre-se fundamentalmente a discursos, artigos e entrevistas dos presidentes e ministros das relações exteriores de cada país, além de protocolos e declarações produzidas por instituições integradas por eles Utilizam-se ainda as contribuições da História Política - sobretudo o conceito de Cultura Política, conforme empregado por Serge Berstein -, da História do Tempo Presente e da História Comparada e sua preocupação por buscar semelhanças, mas também distinçõespt_BR
