dc.description.abstractResumo: O objetivo deste trabalho é situar a análise da conservação florestal no seio da monopolização da terra O modelo de desenvolvimento capitalista brasileiro possibilitou que a propriedade privada da terra se mantivesse estável nas mãos de uma pequena parcela da população, diante dessa lógica, impõe-se o desafio da conservação florestal manifestado nos desdobramentos da legislação No primeiro capítulo, considera-se elementos da questão ambiental, a qual foi articulada com os elementos da questão agrária no Brasil e no Paraná No segundo capítulo contextualizou-se as políticas ambientais por meio do registro das mudanças da legislação em diferentes recortes temporais até a atual mudança do Código Florestal de 1965, revogado pela lei 12651/12 O terceiro capítulo propõe uma articulação entre a questão agrária e a questão ambiental a partir de um recorte preciso: o município de Londrina As Fontes são dados secundários oficiais, entrevistas obtidas junto aos agricultores e mediadores institucionais, como a Secretaria Municipal do Meio Ambiente, o Instituto Ambiental do Paraná, bem como informações georreferenciadas dos distritos de Maravilha e São Luiz Conforme dados oficiais do censo agropecuário de 26, os responsáveis pelos estabelecimentos declararam haver apenas 16829 hectares conservados em APP e RL, número ainda mais tímido segundo o Sistema de Manutenção, Recuperação e Proteção da Reserva Florestal Legal e Áreas de Preservação Permanente (SISLEG), que registrava apenas 9181,65 hectares divididos em APP e RL, deste total apenas 5345,56 hectares estão em reserva Legal Conclui-se que a situação do município não difere significativamente das demais escalas, seja a estadual, seja a federal, o que revela o perigoso ônus à sociedade imputado pelos interesses rentistas que reafirmam o direito absoluto de propriedade, expresso, por exemplo, no retrocesso da legislação ambientalpt_BR
dc.description.abstractother1Abstract: The objective of this work is to discuss the analysis of forest conservation within the monopolization of land The Brazilian capitalist development model allows the private ownership of land that remains stable in the hands of a small portion of the population, given this logic imposes itself to the challenge of forest conservation developments expressed in the legislation In the first chapter, we consider elements of the environmental issue, which was combined with the elements of the agrarian question in Brazil and Paraná At the second chapter the environmental policies are contextualized by recording the changes in the legislation in different temporal clippings to the current change of the Forest Code of 1965, repealed by the law 12651/12 The third chapter provides a link between the agrarian question and the environmental issue from an accurate cut: the city of Londrina The sources are secondary and official data obtained from interviews with farmers and institutional mediators, such as the Municipal Secretariat of the Environment, the Environmental Institute of Paraná, as well as the geo-referenced information from the districts of Maravilha e São Luiz According to official data of the agricultural census of 26, the responsible for the establishments stated that there are only 16,829 acres preserved by APP and RL, in fact this number had a weak significance under the Maintenance System, Restoration and Protection of Permanent Preservation Areas and Legal Forest Reserve (SISLEG) which registered only 918165 hectares divided into RL and APP, this total only 5345,56 hectares are in legal reserves It is concluded that the situation of the district doesn´t differ significantly from other scales, being at state or federal level, revealing the dangerous burden to the society attributed by rentier interests that reaffirm the absolute right of ownership, expressed for example, in the regression of the environmental legislationpt_BR
